How do I use IIS to Import a Web Application / Package (using Microsoft Web Platform)

You have to install the Microsoft Web Platform with the Deployment Tool option. Here is a link that lets you do it in one shot — here. Now you can open your IIS and right click your Default Web Site (or another site) and select "Manage Packages > Import Application.
